What Is a Certificate of Entitlement (COE)?

A COE gives you the right to own and use a vehicle in Singapore for 10 years. It may be secured directly or through a motor dealer.

When the COE expires, you can deregister the vehicle or renew it by paying the Prevailing Quota Premium (PQP).

According to LTA’s Annual Vehicle Statistics 2025, Singapore had 1,012,023 motor vehicles at the end of 2025, including 566,584 cars and station wagons.

  • Category E: All vehicles except motorcycles. A vehicle registered under Category E must be renewed under its corresponding Category A to D.

In simple terms, a COE is the entitlement to own and use a vehicle, the QP is the price paid for it through bidding, and the PQP determines the cost of renewing it.

Although bidders may enter different reserve prices, successful bidders within the same vehicle category ultimately pay the category’s closing QP. As LTA explains in its COE guide, “All successful bidders in the vehicle category will pay the same Quota Premium for that category.”

How to Submit, Revise, and Check a COE Bid

  1. Confirm the correct vehicle category.
  2. Prepare the bidder details, deposit, and administration fee. The current deposit is S$10,000 for Categories A, B, C, and E.
  3. Enter your reserve price through an approved channel.
  4. Monitor the Current COE Price and revise your bid upwards if necessary.
  5. Check the result after bidding closes.

An accepted bid cannot be withdrawn. Unsuccessful bidders receive their deposit back after one working day, less administration fees.

LTA is progressively injecting up to approximately 20,000 additional COEs across vehicle categories over several years from February 2025.
